roll latest into the sdk #4100
Description
The roll of this package into the sdk repo is currently paused due to #4095 (a constructor was removed that dart doc is using). I suspect the fix - here or in the sdk - is minor; we will want to address it in the near term however, as we want rolls to be regular and frequent.
