🔽 Inconsistent Display of Download Count When Navigating

I've noticed that the download count displayed on the page is inconsistent when navigating between different pages and tabs. The count appears to change randomly, which makes it difficult to track the actual number of downloads.

I apologize if this issue has already been reported or if I'm misunderstanding how the count is intended to be displayed.

Steps to Reproduce:

• Open the package page (in my case tarsier_logger) displaying the download count.
• Navigate to different sections or refresh the page.
• Observe that the download count fluctuates inconsistently.

Expected Behavior:

The download count should remain consistent across navigation and page refreshes unless a new download is recorded.

Actual Behavior:

The count changes unpredictably when navigating between tabs or refreshing the page.

@marianz-bonfire: thanks for reporting this, it is clearly a bug. We should investigate, at first glance this could be likely a caching issue. /cc @szakarias

We probably don't need to cache this in the PackageView:

We should just access lookup30DaysTotalCounts directly whenever we need it. And avoid putting it into intermediate caches.
