I think this code was introduced when we still had a single page with
#fragment
-based tabs. While it adds a little smooth-scrolling action, I don't think it is necessarily needed or useful to keep it around, and since thepackage:web
migration would need to update it, I opted to remove it instead. I've tried to look around on the site to see if I see a difference, and so far haven't found much.
