This was originally cherry-picked into beta: https://dart-review.googlesource.com/c/sdk/+/350349. However, there was an issue that occurred during branch alignment that requires this CP to now be cherry-picked into the stable branch. During branch alignment, dev was merged to beta, which overwrote the intended beta branch. This mistake required the stable build to be built from the last hotfixed beta, which excluded the original cherry-pick. Includes critical fixes for the Deep Links tool that is targeting the February Dart / Flutter stable release (currently still on beta, which is why this CP issue says the CP is targeting the beta branch)
Why cherry-pick
The Deep Links tool is shipping for the first time with the upcoming stable, and we need to provide a robust and polished first experience.
