Update-check: surface a pin-behind-plugin lag + release-aware throttle. A resume could silently keep running an older pinned kit after a claude plugin update: consort-check-update only compares the running kit to the latest release and is throttled once/day, so a release landing inside the window was masked and nothing compared the project's .lakebase/kit-ref pin against the installed plugin. Adds consort-check-pin-lag (local, network-free, un-throttled) wired into start.md's resume preflight; makes the throttle re-fetch when the installed version changed; and fixes the update notice to point at consort-upgrade (advances the pin) instead of --warm.
Dashboard: topology card resolves to the clicked step's turn. A multi-step role (e.g. navigator) no longer shows a sibling step's turn — navigator-red surfaces navigator-red, not navigator-reflect.
start.md: upgrade a stale editor extension at the IDE hand-off (version-aware, not presence-only).
