Fixes

  • The per-story pipeline.json ledger stays TRACKED. Reverts the self-heal that untracked/gitignored it (0.3.106/0.3.107) — it's the durable ledger (persisted on the feature branch so it survives across sessions). Untracking it lost the ledger and desynced consort-next (observed: a drive reached the accept gate but the ledger read empty).
  • Promotion pipeline.json conflicts are resolved at the MERGE layer (via scm-utils 0.2.48's reconcilePromoteRunState), keeping the ledger tracked — the correct replacement for the withdrawn untrack approach.

Repoints bundled scm-utils 0.2.47 → 0.2.48.
