Repoints the substrate to @databricks-solutions/lakebase-scm-utils@0.2.49, bringing the one canonical CI-token identity (durable 90-day PAT, comment GitHub Actions (<repo>), OAuth fallback) and the expiry-aware re-mint preflight (prepare-pr + scm-merge) to new scaffolds and consort-upgrade.

  • Syncs the scaffolded pre-push template (create-token-and-sync-secrets.sh) to the thin lakebase-sync-ci-secrets delegator, so existing projects pick up the one-helper identity on upgrade.
  • No orchestration behavior change; substrate-only repoint + template refresh.

npm publish of @databricks-solutions/consort@0.3.109 pending (off-VPN).
