Hardens the up-front version-currency check in /consort:start:

  • Create (no project): the upgrade AND install are now a hard precondition of scaffolding — lakebase-create-project never runs on a stale/absent kit (a project born stale bakes the old release into its intake + whole design lane). If the upgrade can't be performed now, stop rather than scaffold stale.
  • Resume (existing project): check, tell the human an upgrade is available, apply only at a stoppable point, and block it (defer) if a run is in-flight — never a mid-run move. Reconciles the §A line that wrongly treated every resume as stoppable.

Consort-only (pins scm-utils 0.2.49). npm publish of @databricks-solutions/consort@0.3.112 pending (off-VPN).
