Wire verifyGateIntegrity as a RED-start test_list drift backstop.

• The test_list gate's captured artifact hashes (ADR-0004) were inert — verifyGateIntegrity had no production caller. flagTestListGateDriftIfAny now runs at RED cycle start: re-resolve the gate artifacts and verify against the stored hashes; on drift it flags the blocking test-list-drift smell idempotently.
• Cross-story context injection wired into the design-lane reviewers (navigator reflect + architect-reviewer) via a precondition preparer — the previously never-wired renderCrossStoryContextBlock.
• start.md cleanup: up-front installed-and-current check, compressed drive guidance, slow/ETA framing removed.
• Dashboard defaults to dark mode on startup.
