Churn-reduction design fixes + scm-utils repoint 0.2.49 → 0.2.50.

  • Path-agnostic fitness: drop the hardcoded tests/architecture/ fitness path from the build context + agent docs; fitness runs via the full suite wherever authored (fixes the driver's false "no fitness tests ran").
  • reflect-architecture-defect: the navigator reflect flags a not_null persistence invariant that contradicts a feature-request/design-brief "renders when absent" requirement, routed back to the architect (bounded revise, then HITL) — plus an architect-doc rule to declare such columns nullable up front.
  • Deterministic theme.css: generated as a ux-designer postTurn (not an agent-run CLI), so every UI project's theme is the design-guide regardless of agent compliance — removing the stale-scaffold-theme → driver-CSS-refactor churn.
  • Watch: the per-turn artifact open scopes to the actively-worked story (work-status priority), not filesystem mtime.
  • Preflight: resolves the in-flight feature on a rehydrated project with no next.json, so /consort:start no longer dead-ends.
  • Repoints scm-utils to 0.2.50 (teardown --purge hard delete).
