Enforce the design-lane role contracts deterministically (they were prompt-only before):

• Test-strategist fan-out provenance: the test-strategist turn now fails (bounded retry → HIL at the cap) unless the agent-log shows a test-analyst:<kind> dispatch event for each enabled analyst (behavior/fitness, +client on a UI project). The supervisor can no longer silently author the whole test list itself instead of fanning out to the per-kind analysts. Turn-level test-list conformance is now a deterministic output validator; the supervisor's effort is raised low → default.
• UX-designer stays in its lane: the design-apply step (consort-apply-design-theme) now wires the index.html favicon and the App.tsx navbar icon + title (from a new app_name guide field) deterministically from the design guide, so the designer never hand-edits the app shell. A new motion token group ends hardcoded transition timings in global.css.
