Nine changes (6 fixes + 3 follow-ups), all hermetic-tested and live-proven on stockflow-example:

• Deterministic design-drive bound. A bare consort-drive --feature <F> with no --only is refused (name the phase: /design | /build | /deploy); the implicit lane_intents inheritance is removed — "invoke a design loop" can no longer silently become a build.
• Reflect revise no longer false-stalls across gates. An architecture revise preserves the test-list, so a subsequent test-list defect is no longer misread as "stuck" and pushed to HIL; the revise-route also resolves the matching escalation file, so a now-routable escalation can't re-fire into a stall.
• Deterministic pre-reflect test-list checks: endpoint coherence (asserted /api/… path / dedicated-resource query must exist in the architecture's declared surface) and e2e-spec suffix (a tests/e2e/ scenario_file must be .spec.ts).
• First-project seed committed to the base branch by lakebase-stage-first-project, so the first /design <feature> fork sees a clean tree.
• Per-turn artifact-open fixes. The Navigator opens nothing (reviews / writes tests); design-doc roles resolve scope from disk on a fresh run's first story.
• Dashboard fixes. Build-cycle step correlation (no refactor-onto-green bleed); a parked, unapproved gate surfaces the WAITING (HIL) state.
