Fixes a false-positive HIL in the build lane.

checkReversibleInvariantRoundTrip judged a migration_reversible invariant's coverage by scanning the test-list item description for the exact words downgrade/upgrade (or round-trip). A correct, down_revision-pinned test whose description reads "Downgrading to its own down_revision then upgrading head …" uses the gerund forms, so the \b-bounded regex missed both and flagged the invariant forward-only — bouncing a correct test to the HIL (0.4.9's author-layer escalation then surfaced it as a clean stop).

Now matches the verb STEMS (\bdowngrad\w* / \bupgrad\w*) so gerund/past-tense forms count. Regression guard uses the live T9 wording. Pins scm-utils 0.3.1.
