Two shift-left kit fixes from the stockflow-example F1 autonomous optimization run — each moves a redirect-causing defect to its earliest owner.

Test Strategist conformance self-check. testlist-conformance.ts now exposes testlistConformanceForContent(consortDir, featureId, story, testListJson) as a shared check-core; the mid-turn self-check runs the full pre-reflect conformance suite against the master filtered to the story (the per-story view the gate reads is postTurn-generated and absent in-turn). Catches a client-kind-layer / jsdom / whole-table / fixed-key / scenario-file / endpoint / e2e-suffix / migration-revision / schema-change-orphan / story-scoped NFR-fitness defect in-turn instead of costing an LLM reflect lap. Canon: never dedup away a unique nfr_id/invariant_id anchor unless a survivor carries the same tag.

Navigator fixed-key empty-state check. New checkE2eFixedKeyEmptyState in e2e-route-adherence.ts (spec-code analogue of checkTestlistFixedKeyE2e) flags an empty-state e2e assertion keyed on a hardcoded literal with no per-run-unique value (crypto.randomUUID). Conservative / fail-open. Shifts the fixed-key-empty-state build lap left into the RED self-check.

Consort-only cut (no scm-utils repoint — the scaffold work shipped in 0.3.3).
