Seed/example-only change (no code, no scm-utils repoint).

The F1 feature-request's location-entry item now states the user's intent — reuse a location already on record without retyping, and never block recording a brand-new one — and defers the control and its option source to the designer, instead of prescribing a combobox + option-source mechanics in intake. Prescribing the mechanism in the feature-request is what invited the IA/architecture option-source contradictions; stating intent lets the design lane derive a coherent control.
