Repoint-only — no consort source change. scm-utils 0.3.1's createProject now generates and registry-normalizes the client's package-lock.json at scaffold time: it runs npm install --package-lock-only in client/ before the initial commit and host-swaps any npm-proxy.cloud.databricks.com resolved URL to registry.npmjs.org, so a scaffolded UI project ships a committed lock that resolves from the public registry and never hangs a cold install off the Databricks network.
