Fix: consort-upgrade now refreshes the .claude/skills/ tree.

refreshSurface refreshed .claude/agents/, .claude/commands/, scripts/, and .github/workflows/ from the target kit, but never .claude/skills/ — those skill docs are laid down once at scaffold by install.sh. So a kit fix that lands in a skill doc (e.g. the skills copy of navigator.md) moved forward in .claude/agents/ while .claude/skills/consort/agents/ stayed frozen at the scaffolded version, drifting the two navigator copies apart (the stale one kept the old dsn-inline-credentials literal).

  • refreshSurface now copies the kit-owned .claude/skills/ subtree from the target kit too.
  • .claude/skills added to KIT_SURFACE_PATHS so the in-flight-upgrade auto-commit stages it.
  • Regression test added.

Consort-only; pins scm-utils 0.3.4 (no repoint). Full BDD suite green (4626 passed).
