Dashboard fixes + a kit-upgrade self-heal.

• Test bubbles no longer leak across stories/features. The per-test status tail (StoryTestsLightbox) is scoped to the open feature+story (testTailForStory), mirroring the reducer's feature|story fold. Test ids recur per story, so a built feature's greens were lighting a later feature's still-pending bubbles.
• The dock table tracks the scrubber. It re-queries at the playhead's own interpolated timestamp (lineTimestamp, the clock's signal) instead of the last test-line's, so a mid-test re-capture flips live as you scrub — no click-away. The bespoke tableAtTs is removed.
• The dock table auto-follows the active test at the playhead when none is pinned (effectiveTestId).
• /api/story-tables scopes snapshots + interactions by feature+story (inScope), closing the same cross-feature test-id collision in the table view; back-compat for corpora that don't stamp feature_id/story_id (the writer-side stamp is a separate forthcoming change).
• refreshSurface self-heals a vestigial root playwright.config.ts on client/-based projects, cleaning up already-contaminated projects on consort-upgrade.
