Fix (planning-lane bug): thread uiTrack + designGuideReady into deriveSprintPlanningState so the UI-track ux-designer establish routes before the intake gate — it was dead code (the sprint/planning state never set uiTrack), so the establish never fired on UI projects.
Deterministic extension-installed preflight fact (tooling.extension, a local --list-extensions probe, works through tmux) — /start no longer false-offers to install an already-installed extension.
tmux-hardened isInsideEditor — a process-ancestry fallback when tmux strips the editor env markers.
Narration: the intake-gate prompt + /plan flow now name the ux-designer and the design-guide.json + ia.md it produces from the design-brief (UI track).
