consort v0.4.5

Aligns two authoring-canon docs with the deterministic gates that shipped ahead of them, eliminating the two design-lane revise laps observed in a live F1 design run.

  • Migration-reversibility canon. navigator.md now teaches pinning a migration_reversible test's downgrade to the migration's own down_revision (the initial create-table is the base; a later additive migration is the prior revision), never a relative downgrade -1 or a blind downgrade base. This matches the checkTestlistMigrationRevision gate, so the first authored test is conformant instead of tripping the flag and burning a revise lap. architect-reviewer.md's migration_reversible semantics are aligned to the same phrasing.
  • ui_seams altitude. architect-reviewer.md now requires --ui-seams to name the IA's template/region seam (sku-location-<loc>, sku-locations), never a concrete example instance (sku-location-A-01). This matches the iaNamesSeam AC↔IA gate, so the architect's declared seams land in the IA on the first pass.
  • Regression guards. Two assertions in consort-hard-rules.test.ts lock both canon↔gate alignments against silent drift.

Docs + test only; no behavioral/API change.
