consort v0.4.7

Two design-lane efficiency fixes, both aligning a shipped deterministic check with the author so a gap is caught at authoring / pre-reflect instead of via an LLM reflect lap.

  • Migration-reversibility pin, completed at the author layer. The fitness-analyst directive (test-analyst-catalogue.ts) now teaches a migration_reversible test to downgrade to the migration's own down_revision (never a relative downgrade -1 / "single-step downgrade" / blind downgrade base). 0.4.5 placed this pin only in navigator.md (the reflect canon), but the test is authored by the fitness analyst, so the pin never reached the author and the lap recurred (the checkTestlistMigrationRevision gate caught it, so nothing shipped). This closes it where the test is written.
  • Story-scoped NFR-coverage pre-reflect gate. checkFitnessSingularCoverage / checkFitnessClauseCoverage gain an optional onlyStory filter (by applies_to) and are wired into the per-story pre-reflect test_list suite. A story NFR with no nfr_id-tagged test now flags deterministically pre-reflect instead of one LLM reflect lap. Scoped to applies_to === story so a feature-level or sibling-story NFR is never false-flagged before its story is designed; the feature-wide gate (gate-conformance-guard) is unchanged and remains the backstop. Mirrors the checkSchemaChangeOrphan (pre-reflect) / checkSchemaChangeCoverage (gate) split.
  • Regression guards for both; the recorded reflection-stockflow fixture is brought up to the nfr_id bar.
