Retired phpunit 10 and added a monthly dependabot configuration. Removed the tracked .coveralls.yml.

$this->isType('array') replaced with $this->isArray() and three will($this->returnValueMap(...)) with willReturnMap(); both are removed in phpunit 12, and isType() broke the suite outright on 13.

Eight with() constraints gained an invocation count so their argument assertions are checked, and the shared ControllerManager is now a stub except in the two tests that assert on it.

Development tooling now at phpunit ^11.0 || ^12.0 || ^13.0, psalm ^6.14, laminas-coding-standard ^3.1.

No runtime behaviour changes. The only src/ edits are #[Override] attributes and their imports, so this is a patch release.
