First major of this fork line. BC breaks relative to 1.10.1.

Removed the ServiceManager v2 back-compat shims from Factory\RpcControllerFactory — createService(), the v2 abstract-factory pair and the v2 interface imports. Each proxied a v3 method the class already implemented.

Constraints on sibling forks widened to accept their new majors.
