Project-scoped runtime leadership lore restores global Flow activation in the
OpenCode desktop app without weakening duplicate-version safety:

• One exact globally installed Flow version may initialize independently for
  every open project. Those legitimate project instances no longer disable one
  another.
• Duplicate Flow copies or versions within the same project context still fail
  closed, while unrelated projects remain operational.
• Scoped registrations retain the existing shared registry envelope so an
  unscoped older runtime remains a conservative conflict during upgrades.
• Unit and composed-plugin regressions cover eleven simultaneous projects,
  isolated same-project conflicts, cleanup, capacity, and older-runtime
  compatibility; package and pinned OpenCode smoke remain release gates.
