Retry-safe release publishing lore makes partial registry or GitHub outages
recoverable without moving a tag or weakening package integrity:
- A rerun skips an existing npm version only when the registry SHA-512 exactly
matches the freshly packed tarball; conflicting bytes fail closed. - GitHub release metadata is created independently from tarball and checksum
uploads, so one failed asset no longer rolls back the release transaction. - Idempotent release edits and asset uploads use bounded retries, while release
lookup distinguishes a missing release from an unavailable GitHub API.
