Planning no longer dispatches flow-worker for inventory or review.

• /flow-auto scopes worker delegation to an active feature run, and /flow-plan
  inspects in the manager instead of launching workers. The 7.3.0 thin routers
  left planning able to dispatch flow-worker without the assignment checklist
  those workers refuse to start without, so the first planning review wave failed
  closed on a missing matrix. Worker waves remain an implementation-only option
  after a feature run starts. The Session v5 schema and the published command,
  tool, guide, and agent inventory are unchanged.
