  Eval reports include ungated guidanceSkipped counts for lazy-loading compliance.
  skipped-case-named-binding isolates ADR 0012's named-case rule without a
  platform: "win32" gate. Prompt footprint ceiling ratcheted to 16,000 bytes. The
  Session v5 schema and the published command, tool, guide, and agent inventory are
  unchanged.
