0.13.5 — tested, traced Support projects

Create a runnable LangChain Support draft agent from a reviewed skill pack with decimalai init <agent> --project <new-directory>. The project includes two sample behavior checks, dependency pins and a deployment handoff README. Each check confirms its own stored traces and delivered configuration; --resume retries delayed trace confirmation without model calls.

Generated projects default to gpt-5.4-2026-03-05, run without action tools and use bounded checks for unsupported action promises. Passing the sample cases is not a general reliability, skill-lift or five-minute onboarding guarantee. Requires a platform deployment with setup checks enabled.

Also fixes LlamaIndex 0.14.25 lazy streaming: model calls stay in their originating query trace with usage and answer text, including interleaved streams.

Validation: 2,102 SDK tests passed locally; CI passed on Python 3.10–3.12, dependency floors, LangChain compatibility and the complete hermetic adapter matrix. The clean installed-wheel OpenAI live matrix passed. Google preflight returned 402 RESOURCE_EXHAUSTED (prepaid credits depleted), so Google-dependent live journeys and semantic evaluation did not run; this release deliberately records that coverage gap. No conformance assertions were weakened.
