v0.13.6 — clearer Support check results

Fix a false rejection in the Support sample checks: the supplied ticket facts allow a conditional billing-review step, so a correct draft now passes. Failed checks print the criterion and reason in the terminal.

Validation: 2,102 SDK tests passed; CI passed on Python 3.10–3.12 with framework conformance and dependency floors. All 17 checker calibration cases matched expected outcomes; two internal checks against the production canary passed with both matching traces stored. The local release gate passed hermetic conformance (156 passed) and live OpenAI checks; Google-only journey/evaluation phases were skipped because provider credits were exhausted.

This release does not establish a five-minute first-time onboarding claim.
