• decimalai starter support --project ./support-agent downloads a frozen,
  runnable Support project without a DecimalAI account. The standard-library
  runtime uses your OpenAI key locally and uploads no traces;
  python3 agent.py --check-setup verifies files and --checks makes two task
  and two judge calls. When a selected skill can't be bundled, the error names
  it and prints the command that builds the project without it. Uses the
  platform's public starter endpoint (live since 2026-10-06).
• Platform requests retry within a 30-second total budget and never before a
  server-directed Retry-After. Project checks name DecimalAI quota, rate-limit,
  credential and backend errors separately from provider quota and provider
  429s, so the suggested next step matches the cause.
• Generated Support project READMEs explain returning customer work and the
  public usage contract, including fleet activity, publication timing and
  incomplete historical coverage.
