SDK 0.13.9: agent-specific skill pins

Native OpenAI Agents skill loading now honors the executing agent’s saved installation scope and version pin, including cloned agents, handoffs and parallel runs. Runtime evidence preserves the immutable version that actually ran.

Existing OpenAI Agents integrations should upgrade with pip install "decimalai[openai-agents]>=0.13.9".

Validation: all ten CI jobs passed, all framework conformance checks were graded, the real OpenAI matrix passed, and a clean-room wheel completed the pinned-skill task with trace capture and persisted version readback.
