Russian UI localization - offer to contribute

Hi DeepSeek Harness team!

I’d like to contribute a Russian translation of the user interface, including field labels, settings descriptions, buttons, placeholders, tooltips, and error messages.

I’ve read CONTRIBUTING.md and understand that external pull requests are not currently accepted, so I’m asking here before starting.

Would you welcome help with Russian localization? If so, could you please clarify:

1. Is Russian localization already planned or being worked on?
2. Where are the UI translation files located?
3. What would be the best way to submit translations while external PRs are closed — a translation table in this discussion, files in a fork, or another format?

I’m happy to start with a small part of the interface so you can review the terminology and translation style before I continue.
