[Bug] Windows Desktop 0.2.1-rc.5 — Open in App fails after upgrading

Environment

• OS: Windows
• DeepSeek Harness Desktop: 0.2.1-rc.5
• Installation: Existing installation upgraded through the desktop updater

Observed behavior

The Open in App dropdown in the code/file viewer displays:

无法获取应用列表 (Could not load applications)

Only 显示文件位置（默认） (Show file location) remains available.

Regression

The application list worked before the upgrade. The problem appeared after updating DeepSeek Harness and persists after restarting Windows.

Related findings

Potentially related to discussions #11020, #9790 and #7982 concerning Windows application enumeration and Open in App behavior.

Expected behavior

The dropdown should display available local applications, including compatible code editors, without failing because of individual invalid Windows application registrations.

Requested investigation

Please check whether the current Windows application discovery implementation introduced a regression in Desktop 0.2.1-rc.5 and whether invalid application registrations are handled independently.

Please provide a fix without requiring users to reset their DSH profiles, sessions or Windows application associations.
