[Feature Idea] 在生产模式下增加「重启 DeepSeek Harness」菜单项并支持快捷键

使用场景

在日常使用 DeepSeek Harness Desktop时，有多个场景需要重启应用才能让改动生效：

• 修改配置后：调整了运行时配置、模型参数、代理设置等，部分配置需要重启才能生效
• 安装/更新插件后：安装了新的客户端插件或更新了现有插件，需要重启才能加载
• 界面异常时：遇到界面渲染异常、快捷键失灵等问题，快速重启可以恢复
• 切换工作区后：某些工作区级别的设置变更后需要重启

当前在生产模式下（尤其是 Windows 平台），菜单栏没有「重启」选项，用户只能完全退出应用再从开始菜单/桌面快捷方式重新启动，效率较低。

现状分析

查看源码 apps/desktop/src/main.ts，当前有两处限制：

1. 重启菜单项仅在开发模式显示（约 962-970 行）：

2. Windows 上不构建完整应用菜单（约 980-984 行）：

Windows 上 refreshApplicationMenu 只设置了 devToolsItems，没有完整的 Application 菜单，所以即使重启项移出 development 条件，Windows 用户也看不到。

建议方案

1. 将重启菜单项移出 development 条件，使其在生产模式下也始终可见
2. 为重启项添加快捷键 CmdOrCtrl+Shift+R，方便快速重启
3. 在 Windows 上也构建完整的 Application 菜单，让 Windows 用户能访问 About、Check Updates、Restart、Quit 等菜单项

预期效果

• 生产模式下，macOS 和 Windows 用户都能从菜单栏点击「重启」快速重启应用
• 支持 Ctrl+Shift+R（Windows/Linux）/ Cmd+Shift+R（macOS）快捷键
• Windows 用户也能获得完整的 Application 菜单（About / Check Updates / Restart / Quit）
