Implement scratch paths for plugins

Our Protobuf API already has a field for "scratchPath" on the `RemoteHost` message. This field is currently unused. Soon, the engine will be filling in a useful value for this field. The SDK should be updated so that the wrapper classes also reflect this field, which will allow the plugin to actually access it.
