Admin – user who can sign and send to DC-network next types of transactions:

• admin_new_version_alert
• admin_answer
• admin_blog

Miners can elect admin. Any user can be admin, if more than 50% of miners vote for him. Admin can be re-elected every 2 weeks. If bot or clone became miner admin must find him and move to users. Thereby admin must correct mistakes of miners. New admin transaction can be placed in block-chain only if number of miners is more than 1000. Even after admin's shifting system fee still will be paid at the expense of user_id 1. For changing the expense for new admin, source code should be changed. This must be supplied to nod-miners, if majority makes update system fee will be moved to new expense.
Untill there are less than a thousand miners in the system the administrator has a casting vote in voting for new miners and promised amounts.

Can Dcoin exist without admin?

No, that would be highly dangerous. Miners can create new coins out of nowhere in Dcoin. Therefore each miner shall be a real person; otherwise there is a danger of creation of unlimited number of coins. Existing miners verify new ones, but they can make mistakes leading to bots rather than real people becoming miners. Admin’s main task is to degrade bots that passed verification from miners to users. Currently it is impossible to create a technology or algorithm that would replace the admin. If it was possible, it would already be implemented in Dcoin.
