Memory tool text a local model can follow to the letter, and archived copies of adopted notes found by the name that adopted them.

Fixed

• An adopted legacy note's archived text (Build_Notes.md, adopted as build-notes) not found by memory_read or restore under the name that adopted it
• A model told to pass a "copy id" sending copy_id, which was ignored, so the newest copy was read or restored instead; copy_id is taken, and search and the archived read now give the exact call to make
• A restore with no scope that found nothing not saying that a user note needs scope user
• The policy and the save tool disagreeing about which notes take a "Why:" and a "How to apply:" line, and the search tool promising a type and an archive in a list that shows neither
