This change is in preparation for the upcoming indentation width config, but also it's just a good overall change especially when a user is formatting with
deno fmt
for the first time (I wish we had this sooner as perhaps a lot of people trying out deno fmt in the past would have been annoyed at it not changing the indent for js docs).By basic I mean this only formats the main area around JSDocs. It doesn't format tags or the inner parts of JS docs.
This change also makes markdown links stay on one line which helps with syntax highlighting.
