chore: update efs-utils install for v2.0

Description

efs-utils needs cargo to be installed. This updates the genai master build to support it according to the docs here: https://github.com/aws/efs-utils

They recommend:

$ sudo apt-get update
$ sudo apt-get -y install git binutils rustc cargo pkg-config libssl-dev
$ git clone https://github.com/aws/efs-utils
$ cd efs-utils
$ ./build-deb.sh
$ sudo apt-get -y install ./build/amazon-efs-utils*deb

Does not need to be tested in release party
