Move the common library extracted from Odo to the devfile/parser repo

The parser and validate pkgs have been refactored in Odo repo (redhat-developer/odo#4073). The next step is to move the common library from Odo repo to devfile/parser repo, and integrate with the devfile go structs defined in devfile/api.
