Issue Description

Currently, devfile metrics are set to the US based region associated with the segment servers. To get a more accurate representation of where our users are based, we should infer the region from the Accept-Language header if set.

Region information can only be collected if the Accept-Language header is set. The the only scenario that is currently supported is if users view/list the contents from the index server. If the header is unset, we decided to leave the country field unset as well. If the header is set but the region can't be determined or if there's an error, we'll set a default country (US).
