Patch release with CLI fixes found while running chapkit under chap-devops, on servicekit 3.0.1.

Fixed

• chapkit --help always lists mlproject. It was hidden unless the current directory had an MLproject file, but mlproject export runs in a service directory without one, and mlproject run DIR and mlproject migrate DIR take a directory elsewhere.
• chapkit mlproject export no longer warns info.model_metadata: the MLproject gives {'author_note': ...} for a service without an author_note, and --check passes for it. The self-check now applies the same description fallback that chapkit mlproject run uses.
• chapkit mlproject migrate picks the base image from the scripts named in the train and predict commands (for example scripts/train.py) as well as those at the project root. A model with its scripts in a subdirectory no longer fails with "No Python (.py) or R (.r/.R) scripts at the project root".
• Services on SQLAlchemy 2.1 no longer log SQLAlchemyInstrumentor only instruments ... at level error at start (servicekit 3.0.1).

• Requires servicekit>=3.0.1,<4.
