This is part 1 of supporting gitlab VCS and CI

  • lots of refactors had to be made to several package to be able to consume them from ee/backend/controllers package
  • Several libraries from cli/pkg have been moved to the libs/ package to be shared
  • also orchestrator lib had to be broken down into ci/ and scheduler/ packages to resolve cycles in imports
  • The initial gitlab support is there, next will be to support PR open event and adjust the spec providers in cli as well
