Add configurable option to limit maximum number of profile agents per account

Ensure this is enforced before creating anything new (such as meters, keystores, etc) when attempting to create a new profile agent.

We could actually start by limiting the number profiles, i.e., limiting the number of profiles that can be created by an account based on the number of existing root profile agents that account has already.
