In short, a low battery warning can cause a permanent RTL that can't be overridden. ArduCopter seems to function fine but the checks are not the same for ArduPlane.

Thanks for finding this! I've fixed it in master. I've also made the voltage and remaining battery levels for failsafe settable at runtime via MAVLink parameters (called FS_BATT_VOLTAGE and FS_BATT_MAH)
