Replace static text in community with nice numbers from people.dp.com #122

In the design, community section says this:

9,513 Django Developers. 75 Countries. 1,701 Packages and Projects.

Currently, we replace this with "Community" and afterwards we can make this data accurate, by pulling it from people.djangoproject.com and PyPI.

The data comes from people.djangoproject.com and djangopackages.com and is cached for 12 hours.

This also conditionally enables the page caching middleware during development to be able to use the locmem cache backend.

Thanks to @brutasse for merging django/djangopeople#54 and to @pydanny for being awesome and already providing that data via the Django packages API.
