Bug Fix

• Fixed Tauri IPC detection on Windows using official @tauri-apps/api/core API
  • Replaced window.__TAURI__ checks with isTauri() from @tauri-apps/api/core
  • Replaced window.__TAURI__.core.invoke with direct import of invoke from @tauri-apps/api/core
  • Root cause: window.__TAURI__ has a known timing issue on Windows (tauri#12990) where it's undefined when ES modules evaluate
  • The official invoke import resolves __TAURI_INTERNALS__ at call time, avoiding the timing problem
  • This fixes settings not saving, Ctrl+O showing custom dialog instead of native, and all other IPC failures on Windows
