mysql connects using wrong username

docker-compose.yml has all my credentials configured for the existing mysql database. Logs show nextcloud is prepending "oc_" and appending an incrementing number to the end:

Failed to connect to the database: An exception occurred in the driver: SQLSTATE[HY000] [1044] Access denied for user 'oc_14'@'%' to database 'nextcloudDB'
