Promote PHP 8.3 to default tags

Your site is running on an older version of PHP (8.2.29), which should be updated

PHP is one of the programming languages used to build WordPress. Newer versions of PHP receive regular security updates and may increase your site’s performance. The minimum recommended version of PHP is 8.3.

The site health panel now recommends using PHP 8.3 at minimum. Currently pulling any of the generic tags will fetch an install based on top of PHP 8.2.

Oh nice - after digging a little bit, it appears that notice comes from an API whose underlying data is maintained in https://github.com/WordPress/wordpress.org/blob/26afaf0ede4444541b1b5a8fd57ee5671cc37a68/wordpress.org/public_html/wp-content/mu-plugins/pub/servehappy-config.php, so perhaps we should be scraping that file directly 👀
