sync-core.sh refuses to vendor an unreleased commit.make sync defaults to main,
so an ad-hoc run put one repo on a main tip no release pointed at (dotgibson/dotfiles-Arch#203,
stamped v7.14.0-11-g200ebaa, 32 minutes before v7.15.0 was tagged): unreleased behaviour
landed in one repo ahead of the fleet, core.version understated what core/ carried, and
fleet-drift flagged it the next morning. The sync now classifies the resolved commit by the
same alias-proof git describe it already stamps into core.lock and exits 1 unless the
commit sits exactly at a vX.Y.Z tag. A tagless (greenfield) Core still syncs; a checkout
that lacks the commit or its tags is told to fetch rather than called unreleased. The fan-out
is unaffected (it passes the released SHA). SYNC_ALLOW_UNRELEASED=1 is the explicit,
logged override. --dry-run refuses too, so a rehearsal says what the real run would.
